Highlights of Training

MODULES

SCEIs workshops are free and open to BCW service providers and to parents of children currently in the BCW program.  Pre-registration is required.  Six training modules are presented at two levels.  (See below for a description of each workshop).  DHR policy states that all personnel who are service coordinators or who deliver or supervise special instruction are required to complete the six SCEIs modules within two years of their enrollment with the Babies Can't Wait Program (enrollment is either employment or contracting). 
To receive a certificate of completion, workshop participants must be present from 8:30 A.M. to 4:30 P.M. and complete an Individual Learning Project. Professional Development ends at 1:00 P.M. and does not require an Individual Learning Project.
Effective July, 1998, the PRAXIS II test is offered for Level II professionals as an alternative to completing the six SCEIs workshop modules.

Level One workshops are  for those who do not hold a Bachelor's degree in an early intervention discipline.  These may include:  child care practitioner, EI paraprofessional/ special instructor, or a parent of a child in BCW. 

Level Two workshops are for those who hold a Bachelor's degree in an early intervention discipline such as: Special Education or Early Childhood Education. Speech. Psychology, Nutrition, Nursing, Social Work, or Therapists (OT, PT, Audiology).

The  Workshops offered by Project SCEIs are:

Administrative and Team Processes (Level I only)

 

1. The Administrative and Team Processes workshop discusses how therapists, paraprofessionals, service coordinators, and family members can work together to benefit the child. Topics include effective communication and collaboration.

Evaluation and Assessment (Level I & II)

 

2. The objectives of the Evaluation and Assessment workshop are to teach participants about formal ways to measure a child's abilities, and ways to    interview parents and to systematically observe children. Reporting test results to parents is addressed.

Family Systems and Family Involvement (Level I ONLY)

 

3. The Family Systems and Family Involvement workshop teaches participants the importance of the family in the life of the child. Topics include the concerns of parents and brothers and sisters, along with the needs of infants and toddlers. Also, addressed are family strengths, needs, resources, and differences in families.

Family Systems and Team Processes (Level II ONLY)

 

4.  The Family Systems and Team Processes workshop combines two modules at level II.  It offers an interactive approach to family and professional involvement in early intervention.  Topics include parent and sibling concerns, family strengths, needs, resources, differences in families, effective communication and collaboration. 

Professionalism in Early Intervention (Professional Development)
(Level I & II)

 

5. The goal of the Professional Development workshop is to teach participants how to provide the best services to children and their families. Workshop participants will discuss how professional and personal attitudes and values affect the way providers interact with families. Other topics include family privacy and federal and state laws governing early intervention.

Program Implementation and Evaluation (Level I & II)

 

6. The Program Implementation and Evaluation workshop teaches participants  about special instruction and other services for children and their families. Participants also learn about the Individualized Family Service Plan (IFSP).

Typical and Atypical Development (Level I & II)

 

7. The workshop on Typical and Atypical Development teaches participants about the developmental progress of infants and toddlers. Topics include causes of delayed development in areas such as speech, play, learning, and skills, such as crawling, walking, and eating. Also covered are health and safety procedures including first aid.

Continuing Education Credit

All Level I SCEIs workshops are state accepted training and in compliance with DECAL licensing for child care centers in Georgia. For Level II individuals who hold a certificate or license in a discipline that requires continuing education, CEU credits are offered through Georgia State University for Level II Project SCEIs workshops. You may obtain an application from the trainer for CEU credit for a Project SCEIs Level II workshop on the day of your workshop.

PRAXIS

               Georgia Locations for the Praxis Test. Information Current through July 2010

 

Please read: PRAXIS vs. GACE for BCW/SCEIs.

The Praxis Series tests are used to license teachers in many states; since 2006 Georgia candidates for teacher certification are required to take the GACE tests (Georgia Assessments for the Certification of Educators). Although no longer required for teacher certification, The Praxis Series will continue to offer teacher assessments in Georgia. BCW/SCEIs will continue to use the Praxis II Special Education: Preschool/Early Childhood Test until further notice.

Babies Can't Wait  Level II early intervention personnel may now opt out of the SCEIs training requirements .  To do this, one must pass The Praxis Test: Special Education: Preschool/Early Childhood (test code 0690) with a minimum score of 570.  A passing score on the Praxis Test must be obtained within two years of employment/contract with BCW.

General Information: 
Praxis is a two hour, written test with 110 multiple choice questions. The test assesses knowledge of basic concepts and principles and the ability to apply that knowledge in real-life situations.  The six content areas, similar to the SCEIs modules, include human growth and development; causes, characteristics, and medical aspects of disabling conditions; evaluation and assessment; planning and delivery of service; family and community aspects; and professional knowledge and intervention models.

Registration Information:
You may register for this examination in the following ways:
1) Register on line at http://www.ets.org/praxis/index.html
2) Complete the application form in The Praxis Series Registration Bulletin, which is available at college and university testing centers; or
3) You may contact the Educational Testing Service for information about scheduling or registering for the PRAXIS at 609-771-7395.         

Application Instructions:
In order for your score to become a part of the SCEIs database, you must give the testing agency permission to send your score to Georgia College and State University.  Please be sure to include the following information on the application:
Section 8: Test Session/Test Selection: enter both the test name (Special Education: Preschool/Early Childhood) and the test code (0690)
Section 11: Agencies to receive score reports: enter RA5255.  Note: this is a special code for Project SCEIS. You will be notified by letter regarding your pass/fail status. 

The cut (passing) score for the test is 570.

If you must change your registration, test center , or test date, or request additional score reports, you may call The Praxis Series at (800) 772-9476.  You are responsible for making sure your test scores are received by Dr. Tish Seay and that they have been processed and entered into our database as a substitute for the modules. CREDENTIALING

Early Intervention Credential Description

The Early Intervention Credential is a voluntary credential available to participants who have successfully completed the six Project SCEIs modules, or individuals who have received a "passing" grade on the PRAXIS exam..  The credential process consists of a day long workshop in which participants have the opportunity to synthesize content from the SCEIs Modules through the use of  a "mapping" process.  Mapping is an interactive method of organizing information, knowledge, thoughts and ideas. This is based on the principles of adult learning and reflective practice.

     Participants will reflect on their individual leadership actions and actively demonstrate positive teaming behaviors throughout the workshop. Emphasis will be placed on planning for continued professional development.

Credential Objectives

Organize and synthesize information from the six SCEIs modules through an interactive mapping process.

Identify and demonstrate leadership behaviors that are necessary for accomplishing a team task or goal and developing relationships among team members.

Apply knowledge from the modules to a case study; linking individual roles to the needs of children and families.

Reflect on individual competencies and develop a plan for continued professional development.

Target Audience

In order to be eligible for the Credential Workshop, participants must have:
1) successfully completed the six Project SCEIs modules (including follow-up assignments) and who have received certificates of completion
2) received a "passing" grade on the PRAXIS exam.
  This is a voluntary process.  Those who receive Georgia's Early Intervention SCEIs credential will be listed on the Health District's service delivery matrix as having obtained the credential.  Participants will receive a formal credential from the Department of Human Resources.  Both Level I (paraprofessionals) and Level II (professionals) are encouraged to participate in the credentialing process
. You may also receive 6 BCW CEUs for successful completion of this workshop.

Workshop Preparation

Participants who are registered for the E.I. credential workshop will receive materials to review in advance of the workshop (a case study with guidelines, leadership questionnaire, and information on the mapping process).  Registrants are encouraged to bring content and follow-up materials from their previous SCEIs training workshops.

CONTINUING EDUCATION

To ensure that service providers in the BCW System continue to grow in knowledge and skills, continuing education requirements have been established for personnel who are service coordinators or who deliver or supervise special instruction (Level I and II personnel). 

BCW POLICY #00-01 (Updated July 1, 2000)
The following are the continuing education requirements for service coordinators, early intervention specialists, early interventionists, and early intervention assistants, regardless of licensure/certification:

  • Level I Personnel: Level I refers to personnel who do not have at least a bachelor's degree in an early intervention discipline.  Level I personnel are required to have ten (10) contact hours of continuing education specific to young children (birth to eight) and their families every year; five (5) of these hours must be specific to young children with disabilities and/ or their families.  All continuing education offerings must be documented with Project SCEIs within 45 calendar days of completion.             

    Level II Personnel:  Level II refers to personnel who have at least a bachelor's degree in an early intervention discipline.  Level II personnel are required to have twenty (20) contact hours of continuing education specific to young children (birth to eight) and their families every TWO years; ten (10) of these hours must be specific to young children with disabilities and/ or their families.  All continuing education offerings must be documented with Project SCEIs within 45 calendar days of completion.

  • These continuing education requirements go into effect for an individual on July 1 after he/she has completed all six SCEIs modules (or has successfully passed  the PRAXIS II Test).  For example, if a Level I person completes the six SCEIs modules  in October 1999, the first year of continuing education requirement would begin on July 1, 2000, and he/she would need to complete the ten required hours by June 30, 2001.  For a Level II person, after completing all six SCEIs modules (or passing the PRAXIS) in October 1999, he/she would have until June 30, 2002 to complete the 20 hours of approved continuing education.  The second time period for continuing education requirement would begin July 1, 2001 (Level I) and July 1, 2002 (Level II).
