Mandates

Part C of IDEA mandates that states develop a system of services for children from birth through age two with disabilities and their families. Babies Can't Wait is Georgia's program developed jointly by the Department of Human Resources and the Interagency Coordinating Council (ICC) appointed by the Governor.

Part C professional and paraprofessional staff serving children and their families must be well trained and encouraged to pursue professional excellence. Project SCEIs, funded by Babies Can't Wait, is a collaborative effort of Georgia's colleges and universities dedicated to the training needs and professional development of Georgia's early intervention personnel.
