ARTICLE V
Dues
Section 1.
Dues for regular and student members shall be proposed by the Executive Board and be consistent with the dues of the Council for Exceptional Children.
Section 2. The amount of dues shall be approved by a simple majority vote of the Division membership in attendance at the annual business meeting.

ARTICLE VI
Officers
Section 1.
The officers of the Division shall be a past president, a president, a president-elect who shall succeed to be president, a secretary, and a financial officer. All officers, with the exception of the financial officer, shall be elected by a simple majority vote of membership casting votes.
Section 2. All officers must be members in good standing of the Council for Exceptional Children and the Division at the time of their nomination and election and must remain so throughout their term of office.
Section 3. The terms of office are as follow: past-president, president, and president-elect shall serve one year in each office, successively. The secretary serves two consecutive years. The Financial Officer is appointed annually by the President with the approval of the Executive Board.
Section 4. Vacancies in Offices.
A. A vacancy in the office of president shall be filled by the immediate succession of the president-elect to the office. A vacancy in the office of president-elect shall be filled by special election of the membership.
B. A vacancy in any of the offices, except president and president-elect, shall be declared and filled by action of the Executive Board.
Section 5. Removal from Office.
A. A petition for removal of a Division officer shall be signed by at least five members of the Division and submitted in writing to the president. If the president is the subject of the petition, it shall be submitted to the president-elect.
B. The president (or president-elect) shall, within fourteen days, notify each Executive Board member in writing of the receipt of such a petition, solicit relevant evidence from all parties concerned, and call a special meeting of the Executive Board to consider the matter within 60 days following receipt of the petition.
C. At the Executive Board meeting, an opportunity shall be made available to all interested parties to present any relevant evidence. A two-thirds majority vote of the members present is necessary for removal of the officer. Removal from office is effective immediately.
D. The officer being considered for removal shall be provided with the results of the Executive Board action in writing fourteen days after the decision has been made.
Section 6. The duties of the officers shall be such as are implied by their respective titles and as specified in these bylaws.
A. The President shall:
1. Be the chief executive officer of the Division.
2. Call for committee reports and preside at the sessions of the annual business meeting.
3. Call and preside at all meetings of the Executive Board.
4. Recommend to the Executive Board, chairs of Division committees with the exception of the Nominations and Elections Committee, the Honors and Awards Committee, the Publications Board, and the Constituent Committees.
5. Be an ex-officio member of all committees with the exception of the Nominations and Elections Committee and the Honors and Awards Committee.
6. Represent the Division in coordinating efforts with CEC, other Divisions, and agencies.
7. Make an annual report to the Division and to CEC.
8. Act on the recommendations of the Publications Board, and, with the approval of the Executive Board, make appointments to the Division Publications Board and approve publication policies and practices.
9. Attend meeting of the Interdivisional Caucus prior to the CEC Annual Convention.
10. Serve as liaison between CEC and DCDD Executive Boards.
B. The President-Elect shall:
1. Serve in place of the president in case of absence or disability of the president.
2. Attend meetings of the Interdivisional Caucus at the CEC Annual Convention.
3. Make an annual report to the Division
4. Serve as Chair of the Honors and Awards Committee.
5. Serve as Chair of the Nominations and Elections Committee.
C. The Past President shall:
1. Serve in an advisory capacity to the Executive Board and committee chairs.
2. Execute other duties as may be assigned by the President.
3. Serve as Chair of the Publications Board.
D. The Secretary shall:
1. Keep a record of all proceedings of the annual business meeting, meetings of the Executive Board, and such correspondence as necessary for the operation of the organization.
2. Prepare and distribute copies of the Executive Board meeting minutes to each member of the Executive Board and distribute the minutes of the previous year's business meeting to to DCDD members attending the annual business meeting.
3. Serve as archivist for the Division.
4. Initiate any needed revisions in DCDD Officers' Handbook.
